CDPR told Parkiet that Phantom Liberty is the “biggest expansion in the studio’s history”, which is a massive claim. After all, CDPR released Hearts of Stone and Blood and Wine for The Witcher 3: Wild Hunt in 2015 and 2016, respectively. Each are considered to contain an individual game’s worth of content, so describing Phantom Liberty as larger than both is huge for Cyberpunk 2077. However, the game’s community director, Marcin Momot, later clarified what CDPR meant, saying: Outside of Star Citizen, which has cost Cloud Imperium Games close to half a billion dollars (and counting), CP2077 holds the record as the most expensive video game to develop with an estimated cost of around $174 million. If you look at the statement from this perspective, it doesn’t come off as a shock then that Phantom Liberty is the studio’s most expensive expansion to date, what with it featuring both Idris Elba and Keanu Reeves. Ultimately, it doesn’t matter how much Phantom Liberty will cost CD Projekt RED - it just has to be worth it. Cyberpunk 2077 was supposed to get a lot of content post-launch, including multiplayer. But, the company’s post-launch plans changed when the game launched a mess. Instead of working on new expansions, CDPR had to spend the better part of the next two years fixing the game. Now, Cyberpunk 2077 is mostly playable and players seem to be enjoying it better. It’s too late for the game to live up to the initial expectations, so CDPR might as well make it up to the disappointed fans with its one and only expansion. It remains to be seen if Phantom Liberty will be worth all the wait and effort (and expenses, on CDPR’s part) but the news of its sizable budget is welcome, to say the least. After Phantom Liberty, CDPR will move on to its massive lineup of upcoming projects, including a new Witcher trilogy, a new IP, and a sequel to Cyberpunk 2077.
